Thus it has to turn down several more requests as these sites claim that Google Earth has endorsed them or has affiliations with them.

Note that, if you already have a written agreement with Google that states, how you can use Google Brand Features, there is no need of going through the approval process. However you need to do so if you want to do something which is not mentioned in that written agreement. On the other hand you can use the brand features without any advance written permission if its website has clear and expresses language, which states, that there is no reason to obtain any permission for using those Brand Features.
