No you cannot get a refund since the Google Video sales are full and final. But you can go to the Google video for technical problems that are experienced.

If the video has been located previously it can be place form its location on the PC. If you want to see the list of videos that you have purchased, just follow these steps. Go to the Google video website. Then sign in and click the "Purchased videos" option.
